When the molecules of a gas are cooled down, the atoms slow down. by slowing down, the molecules of the gas stick together more, until, when cold enough, the atoms stick together, however loosely, creating a liquid. sometimes this temperature is room temperature (water) but for most other molecules/atoms it's something much colder (liquid O2)
