In this case someone inspecting X can say that X is achieving above national averages whilst examining Y the inspector can say " Y School is failing to meet national averages in Blah Blah language - This is a concern and must be brought into line with minimum standards - Y will be required to provide an action plan which brings about improvements in BLAH BLAH results
By using a "standard" which covers the whole of education the inspector can "measure" the standards fairly
Many industries will use ISO standards where an inspector can see that anyone wishing to mean an international level of competence does so by using a "Common Inspection Framework"
