The scrotum is a sac that holds the testes and associated structures. Its functions are to contain and protect the testes and to allow the testes to be cooler than body temperature, as the sperm production is hampered at body temperature, thus inhibiting virility.

To hold the testicles outside of the body for temperature control. They need to be a little cooler to produce sperm. Why we developed this way is anyone's guess. Just the way things worked out.

To store the testicles. It's too warm in the body to produce sperm, so they rest in the scrotum to cool them down, as it's outside.
