The scrotum is a sac that holds the testes and associated structures. Its functions are to contain and protect the testes and to allow the testes to be cooler than body temperature, as the sperm production is hampered at body temperature, thus inhibiting virility.
To hold the testicles outside of the body for temperature control. They need to be a little cooler to produce sperm. Why we developed this way is anyone's guess. Just the way things worked out.
The function of the testicles is to produce sperm and hormones. For more detailed info see:

To store the testicles. It's too warm in the body to produce sperm, so they rest in the scrotum to cool them down, as it's outside.
The scrotum carries and supports the testicles. It's off the main body because the testicles need to be kept cooler than the rest of the body in order to function properly.
The three functions of the scrotum include holding the testes aand the epididymis, and to maintain temperature of the testes lower than that of the entire body.
the scrotum holds the testis in it!!
