In a barometric tube the tube is sealed at one end, trapping a finite amount of gas in the tube. The air pressure inside and outside the tube is equal, keeping the mercury suspended at a certain level. If the pressure outside is raised, more force is exerted on the surface of the mercury outside the tube than on the surface inside. This raises the level of the mercury in the tube until the pressure of the air is equalized -- there is still just as much air in the tube, but a smaller volume at a greater pressure.
