All but about 1 in 200 people score between 60 and 140, and the standard tests don't do very well at measuring outside that range (it's debatable exactly what they're measuring inside that range, unless it's "ability to score highly on an IQ test").

A zero is theoretically possible. I'm not sure what the upper limit is; probably around 200. That doesn't mean that people can't be smarter than that, it just means the test can't measure it.
