Tobi is more likely Obito Uchiha, he only says he has the "power" of Madara Uchiha. Given that Tobi is based off of an older story in which Tobi is a trickster that statement was most likely to mislead viewers and readers. There will possibly be some tie in however given the fact that the Anime did not originally show the Kakashi Gaiden, then suddenly decided to show it that means the author possibly filled them in that introducing Obito himself was important to the storyline. The creators of movies and tv show often don't read the entire tale and make mistakes like "lets leave Kakashi Gaiden for manga" not realizing it would tie in more than just how Kakashi got his sharigan.

Just to reiterate if your going off of things said in the Anime English translated keep in mind that like many other mangas turned animes they screw up. The proper translation of what Tobi says IS I have the power of Madara Uchiha not that he IS Madara Uchiha. Key thing to remember is that the author likes to play on words, pay attention that he says he is Madara further in the Anime but only because that is a favorable condition. You never actually see him die and even if we did... we also saw Garaa die. You have to attach Naruto manga logic to it not real logic where people who are dead stay dead. Also the statement itself may be false he is an antagonist and lying is most likely in their playbook. The main FACTS in Naruto that point to Tobi being Obito is the Tobi's sharigan has the exact same powers as Kakashi's. In the Manga it is hinted that each sharigan in mangekou form is unique to the user for a certain power, Tobi and Kakashi being able to manipulate space. If your going to insist that Tobi is NOT Obito in any way you need support from manga OR Japanese anime b\c American translated has proved unreliable aka "believe it". and even with subs be careful of the translator.
