Yes. They do in Eclipse. Actually they kissed twice. The first was when Bella went down to La Push and Jacob was asleep.Then they went outside and Jacob told Bella that he loves her. and then Jacob just kissed her. The second time They were in the tenet and Jacob said he was going to kill himself, Then he said " Kiss me Bella then i wont kill myself" i think . And then Bella realized She loved him too.
