Rule of the Father means that the father has control over the life or death of his children. This means that he could choose whether it would live or die, that he could dictate every move the child made, and eventually sell the child into slavery or arrange a profitable marriage (profitable to the father). It also meant that all income generated by the child was the property of the father.
This rule was replaced with the "Thumb Rule" in England a few hundred years ago, which said that the head of the family could no longer kill his family at will, but could only beat them with a stick that was smaller than the circumference of his thumb.
This is against the law now, obviously.
