Water will conduct the heat away from your body very quickly. Wool, however, keeps a lot of it's insulative properties even if wet (I think approx 50%)
Regardless getting wet, when you are out in the cold weather is a bad idea and a fast way to become hypothermic. Also, wearing cotton doesn't help nearly as much as wool or fleece in cold situations.
