first of all take the sample of the sand and insert it into a measuring jar,
then add water as per required,then add half spoon salt for better setting time.
shake the jar slowly....and wait for 10 minutes.
after 10 minutes you can see the different layer of the actual sand,silt and water.
for calculating the SILT CONTENT:-
silt divide by total height .that means sand+silt=total height. multiply by100 for percentage.
you can calculate silt content after 3 hr. also.
While I have not been in school for the afforementioned question in the last decade. Silt refers to a grain size of the particle, not its composition. Sand is the same. While sand is normally Silicon Dioxide (quartz) it could be made up of any mineral. Clay, silt, sand, pebble, boulder are examples of grain size in increasing size.
5% silt is permissible , IS 383 gives some idea

The maximum bulking of sand is in 13% to 14% moisture content. It's likely to be 13.8% moisture content.
Bulking of sand means increase in it's volume due to presence of surface moisture . The volume increases with increase in moisture content . The volume may increase up to 20 to 40% when moisture content is 5 to 10 %.Due to moisture in each particle of sand, sand gets a coating of water due to surface tension which keeps the particles apart. Natural phenomena doesn't need a purpose. Silt is simply deposited by receding or passing water
