Stored in EEPROM (electrically erasable programmable read only memory) is the BIOS of the computer. This is memory that does not loose it's instructions when power is removed. The BIOS contains the instructions (small programs) that let the computer start, then turn operation over to the operation system (Lenux, Windows, etc.)

Currently (2012) the BIOS is being replaced by the more sophisticated EFI (Extensible Firmware Interface) in some new computers.
