There appears to be no answer, at least not an official one. Indiana law (Indiana Code, Title 1, Article 2) says simply that "The field of the flag shall be blue with nineteen (19) stars and a flaming torch in gold or buff." No description of any symbolism for the colors is given; in fact, no description of the colors is given (i.e., which shade of blue).
