A clause in the Constitution outlining that 3/5 of the slaves of each southern state were to be counted for the purposes of taxes and House representation. It does not say that each slave is 3/5 of a person as some think. This compromise was made because in the creation of the government, the Southern states wanted all their slaves to be counted in the determination of the number of House representatives each state was to receive, but did not think that they should count in determining the portion of taxes that each state should pay. The North wanted the exact opposite and so we ended up with this compromise.
