It is a light sensor. It increases or reduces the brightness of the backlight judging by the light you are in. For example, if you are outside on a bright sunny say, the brightness would increase so you could see it better. If you were to be in a pitch black room, the iPod Touch would reduce backlight so you don't waste as much battery power while you can still see the screen.

If the little dot in question is the dot on the top left hand side of the device, slightly under the sleep/power button, then this is the light sensor.

There is a setting on the iPod Touch which will set the iPod's screen brightness depending on the light intensity of your surroundings. So if your surroundings are dark your iPod will lower the brightness of your screen to conserve battery life. But if your surroundings are bright the brightness of your iPod's screen will be increased to allow you to see the screen easily.

To enable this feature going into "Settings" and find the "Brightness" button. Tap this and you will see an "Auto-Brightness" setting which can be turned on/off.
