I forgot. Is heard a lot when asking someone why they are not wearing a seat belt. Cops now issue tickets to people for not wearing seat belts.
I have a disability which prevents me from wearing a seat belt. I have an exemption which allows me to not have to wear a seat belt. Police officers should not stop people who are not wearing a seat belt because they don't know whether the person is breaking the law or not. I can assume that you are talkin about centre belt cause they seem to be a big problem. First of all before you go there , there is a cable that runs from the seat belt unit to the catch that your seat clips into when you have laid it down. You will probably find that the seat catch is not engaged properly which stops a cable from retracting and allowing the seat belt mechanism to release. Try lubricating the latch at the rear of the seat and also slamming. This is a safety device so if your seat is not clipped in properly you cannot pull out seat belt. If this doesn't work - Unclip the the rear protector on the rear of your seat and you will see along the edge of the seat near the bottom ,where you undo the fabric from the seat . Fold the fabric at the top away after unclipping the plastic insert were the belt goes into the seat, You will see some screws holding a steel plate over the belt. Remove the plate - Look on the back of the seat on the steel part and there is a bolt holding seat belt in place , Undo this and abstract seat belt from between foam and release cable from seat belt..
there is a round put on the top corners of the seat. pull the pin up and simply fold the seat down. you will have to move the seat belt to the side to allow the seat to go down also.

Wish I could answer this question! My curtain airbags deployed when they shouldn't have, without an accident or neollover condition and presuming at the same time the passenger belt retracted so hard and so much that it broke the belt housing on top of the seatback and even poped off the the buckle stop. (plastic like pieces blew everywhere the belt is so tight that it is actually deforming the leather seat in my 08 Trailblazer with 1066 miles. I fear what this would have don to a passenger or child! I fear this system!!
you have to remove the rear seat than the seat belt bracket and than the seat back after that you have to remove the rear panels whwre the speakers are after all that is off there are three bolts 13mm I believe loosen them close your top and tighten bolts with top latched.
