It was never intended to have an actual function, just to be something spectacular (tallest building in the world) for the gateway to the 1889 International Exhibition. It should have been demolished, but was saved by the invention of radio and now functions as a TV and communications tower as well as a tourist attraction.

Tower Bridge spans the River Thames from adjacent to the Tower of London on the north bank to the area of Bermondsey on the south bank. It is the only bridge in London which can be raised to allow tall ships to pass under it although this doesn't happen very often now as most ships are now loaded and unloaded further down the river and have no need to come into London. On the odd occasion when the bridge is raised, it causes traffic chaos on both sides of the river.

there are camras on the bridge and the men in the workrooms see theres a boat coming from the tv and pull a leaver to make gears spin and the gears make the platform go up and they push the leaver up again once the boats through to make them go down again.

Aside from the obvious use to allow passage of persons and traffic, it is also the gateway to the pool of London The bridge deck raises up to allow large ships to pass under it to access the docks. The pool of London is guarded by tower bridge which is adjacent to the Tower of London. The next bridge is London Bridge which does not raise, therefore the Pool of London is the furthest most large ships could go up the river. Major docks were situated along the embankment in the pool and were the center of London's trade and commerce district.
