You mean to ask if Cape Town is on the Atlantic or the Indian Ocean; the Pacific is nowhere near Africa. Cape Town tourism officials like to claim that the city sits at the convergence of both the Atlantic and the Indian Oceans, but maps of oceanic borders indicate that the city sits just barely to the West of that dividing line. In other words, Cape Town sits on the Atlantic. South Africa does also touch the Indian Ocean, but as far as I can tell, no definite landmark has been designated to signify the border between the two bodies of water. A cartographer would have to weigh in on some exact coordinates if you want to get specific regarding that point.
