All 1928 C $10 bills should be Federal Reserve Notes with green seals. Their values depend on which district distributed the bill. As of 04/2015, approximate retail values are:
Cleveland district
$250 to $450 in circulated condition, $1000 in uncirculated condition
Richmond district
$1000 to $4500 circulated, $8000 uncirculated
All other districts
$25 to $75 circulated, $400 uncirculated
All 1928 A US $10 bills were issued as Federal Reserve Notes with green seals. Check the Federal Reserve emblem on the left side of the bill to see which bank distributed the bill.
If the city is anything other than Minneapolis, values are:
Circulated: $30 to $75 depending on the bill's condition
Uncirculated: $200
But if the issuing district is Minneapolis, prices are much higher:
Circulated: $450 to $900
Uncirculated: $2000
