All circulation 1983 quarters should have a P or D next to the bow in Washington's wig.
If your coin is missing the the mint mark it could be due to a filled die or general wear. Use a strong magnifying glass to see if there's still a trace of it. If so, it's probably not worth much more than face value. If there's absolutely no mint mark visible, you should have it inspected in person.
1983 quarters are difficult to find in decent shape because the Mint was trying to correct deficiencies with the denomination's dies. Unfortunately their first efforts fell quite short.
