Do you actually mean a painting, or did you, instead, mean to say "print?" If you meant painting, as with all art, such a piece would depend upon its age and quality (both of the artwork and its actual form). It would be almost impossible to say the value of such a thing without having a good deal more information.
If you actually meant you want to know the value of a print, instead of painting, I would suggest checking out either Artguide.org's or Askart.com's web page for Gainsborough. Both sites are free, at least in these areas, and usually have fairly up-to-date discussions of artist's values in each specific visitor's forum.

It is a portrait called 'Blue Boy'. Painted by Thomas Gainsborouh in 1770, this is usually what people mean when they say blue boy.
Oil paint
green boy
little boy blue.
Because the boy looked good dressed like this.
Thomas Gainsbourough, an English painter, born in 1727, is one of the most famous artists from the 18th century. He was a landscape and portrait painter, with credits to such works as The Blue Boy, Colonel John Bollock and Mr. and Mrs. Robert Andrews.
Blue is a calming color.
The value of an 1809 Blue Boy Print would actually be dependent upon a number of factors. The most important being the condition of the print.

Ruth E. Newton is not a known artist, and there is no record of her painting a picture of Little Boy Blue. If you have more information about the artist or artwork, please provide it.
