If you want to buy just one either will probably cost you from 10 to 25 cents at a stamp store for a mint or used copy.
If you want to order it by mail, you would have to pay postage and handling in addition.
Dealers get them as part of larger lots for almost nothing per stamp- say 65% face if mint and 1/20 cent for the regular issue and 1/2 for the commem. , if used.
It is the kind of stamp I use on letters if unused or give to kids if used.

Stamps are always and forever worth the denomination printed on the stamp. If you need a one-cent stamp to complete postage, and you have a one-cent stamp from 1933 - it is perfectly legal. As to what individual stamps are worth to stamp collectors - that is a completely different question.
A 28 cent stamp that is unused can always be used as 28 cents worth of postage. If it is used, it probably has a minimal purchase price of fifteen cents from a dealer.
