In the USA, Parent PLUS loans are based on credit. Graduate PLUS loans are not based on credit. So, if you are taking the loans out for your kids, then yes the loans are based on your credit score. If you are taking the loans out for yourself for graduate studies, then it does not matter what your credit rating is.
That you don't have established credit.

Liability has credit balance as normal balance so credit joins credit and increases it while assets has debit balance as normal balance so debit and credit cannot join together like plus plus is equals to plus.

You apply at www.carecredit.com. it takes about 5 min. You will get an almost instant reply saying you qualifyed for either a carecredit or care credit plus. Or that you did not qualify. Care credit is the regular card and care credit plus is for individuals that are a higher risk. If you get care credit plus they will require a 15% down payment for the procedure youwish to have done. Once you take care of that bill you can then receive a regular care credit card. I don't think they actally issue a card for care credit plus just your account number.
Absolutely! Those are excellent grades. Most Ivy Leagues schools want their applicants to have upward of a 3.85 Unweighted, 4.7 Weighted. One B plus will not hurt you in the slightest.
The best way to apply for a Union Plus credit card is by going to a bank that has Union Plus credit card and applying for one. Make sure you meet the requirements for getting the credit card. You can find more information at the bank.

Assuming your class work (95%) was worth 85% then: 95 times 0.85 = 80.75 plus 20 times 0.15 = 3 gives you an 83.75 or rounded 84 average in the class.
