If I'm correct I believe it means either "Uhm" or "Uh".

Actually that's partially correct. It really depends on inflection and tone.

"Ano~" where it's given the same hesitant or drawn out sound as a person in eglish would use "uhh..." as if uncomfortable or searching for something to say likely in response to a question asked. "Eto~" is another commonly enough used and means the same thing.

Example:

Anata WA anata o hazu no WA, kurasu ni suru hitsuyō ga arimasu?

(you should be in class, shouldn't you?)

Ano~ watashi WA soko ni mukatte ita?

(Ummm, I was just heading there?)

"Ano WA...(insert sentence here)" used in an actually sentence generally refers to "that [over there]" and belongs to a group of demostrative pronouons (Kore, Sore, Are, Dore) where you choose one depending on the position of the object being referanced.
