I'm guessing you mean the character Ka or か/カ the first one is in hiragana the second katakana. Ka is just one of the 46 characters (+the thousands of kanji) used for writing in Japanese like "t" is used in English.

While the above answer is correct, adding ka(か) to the end of a sentence makes it a question.
