By definition a pure breed must be able to continuously breed the same characteristics, this applies to all animals not just horses. If the animal continues to have offspring that do not keep to applied norm, IE they are too short the hair is longer or the head is wider, then it is not breeding true so cannot be classed as Pure Bred.
So if you wanted to develop a new type of horse you would cross a few that have the traits you want, from the offspring you would then pick the ones that most suit your needs and breed from them, so forth and so on, hoping that eventually the genetic characteristics and looks that you want will remain constant. If that happens and there are no throwbacks (a horse that looks similar to one of the 2 original breeding pair) then you will have succeeded.
