Neither. Alphabet City is a neighborhood. Actually, it is more of a sub-neighborhood inside the neighborhood known as the Lower East Side. Alphabet City runs south to north from East Houston Street to 14th Street, and west to east from Avenue A to Avenue D. It is called Alphabet City because of the names of its avenues: Avenue A, Avenue B, Avenue C, and Avenue D. Note that Avenue C is also called Loisaida Avenue.
