A baby bird with an orange beak, beige chest, brown head and wings, and a black tail with white spots on it is probably a spotted towee. This bird can be found throughout much of the Pacific Northwest, including in and around Seattle.
Just an orange beak and a black head? What about the rest of the body, like the wings, tail and legs? Are they black as well or they a different colour? And what size of bird are we talking here? As small as a sparrow or large as a hawk? There are many species of birds that have an orange beak and a black head, like European Starlings, different species of black birds, etc. So please either be more specific in the question or add more information into the discussion part of the question so this question can be answered.
As you may know this type of bird is very beautiful to see. When a baby bird is born they have distinctive colors that will stay with them throughout their life. Like the flamingo he has always been pink. When a flamingo is born people think that it can be white or have a slight pink tint to it. Usually birds with a white belly are very good at disguising themself in the winter time they usually stay in the coldest places and do not migrate. Birds however with an orange beak are very bad at disguising themselves and migrate to warm places. In conclusion this bird that you speak of does not exsist.
It more than likely that you have found a young dove.

It could be a prairie ringneck snake. But it would depend a lot on what geographical area you found it.
All owls are different in many ways for example there is a snowy owl and a barn owl. A snowy owl is very larger and white while a barn owl is smaller and has a brownish color. All owls change from time to time in color and depends on there breed and their main colors. The British Barn Owl is a pale cream color. Others have distinct dark markings.
