Windows Movie Maker has many effects. Probably more than you would ever use in a project. I estimate the program having at least 15 to 20 effects to choose from. Mind you, I have never really counted them.
Windows Movie Maker v2.6 has more effects and transitions than Windows Live Movie Maker. But, many of the newer effects available online are designed for Windows XP machines. Even though the creators of such effects claim they can be installed on Vista v2.6 Windows Movie Maker, I've yet to find anyone who has succeeded doing so (including myself).

Windows Movie Maker effects cannot be transferred or imported into Adobe Premier. ( I don't know why you would want to either) Premier offers many more effects than Windows Movie Maker does. Are you sure you are looking at all the effects Adobe Premier is offering?
You can't. Windows Live Movie Maker is a stripped-down version of 2.6. Microsoft though it would be easier for users so they came up with Windows Live Movie Maker. Unfortunately, you are missing many features that the older version had.

Try Publishing or Finishing the movie instead of Saving it.Saving only 'saves the project file'. And that feature is known to be rather persnickety on many versions of Windows Movie Maker.
