Neap tide. The gravitational effect of the sun acts to minimize the gravitational effect of the moon. When the Sun, Moon and Earth are aligned (Syzygy), the gravitational effect of the sun adds to the gravitational effect of the moon to create the largest tides.
That is a neap tide. So the high tide is lower, and the low tide is higher. If you want a higher high tide and a lower low tide, you need the sun and moon to line up, and those are called spring tides.
