It is certainly arguable that he had a general idea about it and failed to take actions to stop them, but deliberately closing his eyes to possible crimes might or might not have amounted to crimes. Many activities prior to the cover up were authorized by persons other than Nixon, but most likely with at least Nixon's tacit approval.
