There are several ways to get soap scum off a shower curtain. One of the easiest ways I have found is to put the shower curtain in the washing machine with a couple of bath towels and wash it on gentle after spraying it with a commercial cleaner. Then during the rinse cycle I also add about a 1/2 cup of vinegar. I find my shower curtain fresh and like new.

There is new technology and understanding of soap scum. Soap scum is calcium stearate and magnesium stearate. Try using BioWorx.us "green" soap scum cleaner. They have discovered how to remove soap scum with a corn based surfactant. They show interesting laboratory proof they dissolve soap scum while other cleaners can't. Showers also have what is called sebum which vinegar and most other homemade products can't clean. Sebum is the waxy oil our bodies secrete. A good shower cleaner must remove soap scum, scale and sebum to be effective.
Soap is primarily sodium stearate. It leaves a film when it combines with hard water to form calcium stearate (soap scum). Body wash is a detergent that does not form soap scum. It, like Zest bath bars has no sodium stearate. The difference between the Zest and most body washes is the fragrance in the recipe and that you are paying for a whole lot of water and a fancy bottle.
Try using a 50/50 spray of water and white vinegar. I use it every day after my shower, and it keeps down mildew and soap scum buildup. I also find it beneficial to add some baking soda to the drain to keep the shower odor-free.
