To learn the flying skill, a character must be level 60 and pay between 200 and 250 gold t learn the Expert flying skill. This will allow him to fly in Outland only. To fly in the rest of Azeroth, you will need to also purchase the Flight Masters License. The flight master license will let you fly every where in Azeroth (excluding Draenei, Blood Elf areas and Northrend).
If you mean like going on flightpaths, you don't have to be a specific level, you just have to have the money to pay for the ride.

To summon the Felsteed, the warlock must be level 20. When you learn the spell from your Warlock trainer, you will automatically learn the riding skill (Apprentice Riding) at the same time.
You can learn to ride mounts at level 20. To learn the training required, go to your race's home city (ie Stormwind for humans, Sen'Jin Village for Trolls) and talk to the riding trainer. It will cost you about 1 gold. To buy the mount, talk to the mount vendor that should be right next to the trainer, they are cheap. You can learn higher levels as you level. Level 40 for Epic Riding, 60 for Flying, and 70 for Epic Flight. At level 77 you can learn Cold Weather Flying, allowing you to ride flying mounts in Northrend. To level up your riding skill, you need to go to a riding trainer at certain levels and pay some gold to learn the next level. Once you hit Level 60, you can get a flying mount from Orgrimmar or Stormwind (as well as some other out-of-place locations). Ask a city guard for a profession trainer, then ask for the riding trainer.
