In Diamond and Pearl Rapidash learns Flare Blitz at Level 48 and in Platinum it learns nothing between Levels 47 and 57.

dratini can learn moves like wing attack the coolest attack he has is when he is a dragonite then it learns hyper beam in Pokemon heartgold/soulsilver, its possible to make dratini learn fly WITHOUT an action replay or hacking. just get a salamance that knows fly and a dragonite and breed them. if you are lucky, you will hatch a dratini that knows fly lol

Assuming he doesn't evolve: lvl 10: Thunderwave lvl 20: Agility lvl 30: Slam lvl 40: Dragon Rage lvl 50: Hyperbeam But you probably want to evolve him when he is ready (lvl 30).
My opinion is yes. I think it's a very good and rare pokemon. But the problem with Deoxys is about the moves it learns. Here's what I mean (Note: You catch Deoxys on Birth Island, at 30 lv.): At 33 levels, Deoxys learns Pursuit. At 41 levels, Deoxys learns Psychic. At 49 levels, Deoxys learns Snatch. At 57 levels, Deoxys learns Psycho Shift. At 65 levels, Deoxys learns Zen Headbutt. At 73 levels, Deoxys learns Cosmic Power. At 81 levels, Deoxys learns Recover. At 89 levels, Deoxys learns Psycho Boost. And last, at 97 levels, Deoxys learns Hyper Beam. See? If you check it out by yourself, you'll see that there is only a small amount of moves that are good enough for Deoxys to be taught (Psychic, Zen Headbutt, Psycho Boost and maybe Recover). You can teach Roserade's many moves, yet it never learns Petal Dance. You can teach it Grass Knot anytime, even when it is in it's single stage as a Budew. You can teach Roserade any moves, but I don't have a clue what moves he/she learns when it levels up. x
