It depends, really. But generally you'll come across one by level 20 at the latest. That said, wands aren't ideal in the lower levels as you'll also need an off-hand to essentially get all the stats of a single two handed weapon. Staves are much better for this purpose.

The Mage's Magic Level is tied to his level. Keep leveling him up, and higher magics will be unlocked. To get the last level of spells for the mage, the mage needs to do the promotion quest.
If you are talking about the wand skill, any caster class (Priest, Mage and Warlock) starts off with the Wand skill, allowing them to learn and use a Wand. Only they can use wands, other classes cannot. You become a master in the Wand skill by being level 80 and using your wand often enough to reach 400 skill. This counts towards the "Master of Arms" achievement.
