Vessels must show the running lights suitable for their class or the operations in which they are engaged between sunset and sunrise and during restricted visibility. There are no special or extra lights required for fog.
I don't use fog lights while driving in a foggy weather because I don't find it very useful at all. I just turn on my cars high beam lights.
I have a 2006 Pacifica. If yours is equipped with fog lights, grab the end of the left light control tree, and pull firmly. Then, have the parking lights or headlights turned on. You can't have just the fog lights on.
The fog lights are turned on by pressing the fog light button on the headlight switch. On my truck, you have to pull the switch out that turns the regular lights on.

Not exactly sure on the Windstar, but recently had the same question for a Contour: try pulling on the lightswitch. Note: the fog lights on the Contour can only be turned on when the headlights are on.
