The Declaration used the term "United States" for the first time. A state is, in general usage, an independent nation. The states were only bound together by a Continental Army and Continental Congress, and there was no such thing as national law or policy. The states were therefore not really independent, but they were also not one nation. This kind of halfway status of nationhood was quite common in Europe, especially in Germany and Italy.
