Strength of materials comparison would suggest that higher grades of stainless steel would have the beneficial physical properties for rocket construction (ie heat resistance, high melting point , etc). Your question is rather ambiguous, as you do not specify the design criteria, nor do you state which type of fuel that is under consideration. If your aiming for 23,000 feet then you all ready know, but if your just starting out then I would suggest launching some solid fuel types as they are designed decently, and they are low cost.
