Prior to Harry finding out he is a wizard, the Dursleys used to leave Harry with their neighbour Mrs Figg whenever they were away or going somewhere. After the revelation they tended just to leave him to his own devices.In Harry Potter and the Order of the Phoenix, Harry learns that Mrs Figg is a squib, placed in Privet Drive by Albus Dumbledore to keep an eye over Harry.
