If scizor has technician, bullet punch and bug bite go a long way, with bug bite overpowering it's x-scissor counterpart by 15 attack power, and bullet bunch being strengthened by technician and STAB for a powerful move that also makes up for the low speed stat.
With swarm, stick to iron head and x-scissor, because lacking the technician boost, their counterparts are just too weak.
The remaining two moves are debatable, but I would go with either swords dance or agility depending on your needs. Your final move should be either night slash/pursuit to take out pesky ghost types, or endure/substitute if you have swarm.
One move not mentioned here but worth consideration is baton pass if your going to be using swords dance

Breed the scyther that you want and when it's level one, trade it holding the metal coat. After the trade it will evolve in Scizor. It will then learn bullet punch. I also think a move tutor can teach bullet punch to Scizor.

scizor for attacking defending scizor will be gallade weavile by it's own self but for fight salamance comes in rhyperior-rock wreacker but defending is harsh so your final golduck for the water type moves against rhyperior grass-scizor and for ice weavile and a tip:scizor is almost UNSTOPABLE if you make him learn swords dance or give him a TM for it.
Baton Pass is one of Scizor's egg moves you can use a female Scyther or Scizor and then you can use males of either Ledyba, Ledian, Venomoth, Venonat, Spinarqak, Ariados, Gligar, Giscor, Volbeat or Illumise that knows Baton Pass and then you can put the two into the Daycare and the later on you will get an egg from the Daycare Man that will eventually hatch into a Scyther that knows Baton Pass.
You can't teach Scyther any steel type moves, you have to evolve it by trading it while it is holding the metal coat. When it evolves into Scizor, that is when it can learn steel moves. It learns metal claw at level 21, iron defense at level 37, and iron head at level 53.

What do you mean? Yes, there are some moveset changes. For example, Scizor gains bullet punch, while Rotom gains forms that it previously didn't have, and each form also learns new moves. The level-up learned moves are pretty much the same except on a few pokemon.
Heracross would be a better choice because Scizor has terrible special defense and since its really weak against Fire types it would be a bad choice, Heracross has really high attack power and can learn really good moves like Reversal, Endure and Earthquake and Megahorn definetely a better choice.
