A quarter quell is a special hunger games held every 25 years. They each have a special rule. For example, in the first quarter quell, the tributes were elected. In the second one, there were twice as many tributes. In the third one, the tributes were all former hunger games winners.
It depends on the rule. If you mean ban the Hunger Games, it was a lot of people. District 13 was already uprising, but needed something that would inspire the people to stand up against the Capitol. In the 74th Hunger Games, Katniss did several things that inspired the people, like her 'love' for Peeta, and covering Rue's body in flowers after she died. Her mockingjay pin became a symbol for the uprising. No-one suggested the rule as such, it was just a thing that everyone wanted. I suggest that you actually read the books, they are really very good, I would recommend them for anybody!
I am hoping that i understand your question correctly... 74- its the 74th Hunger Games 12- Katniss is from district 12 24- number if tributes in the games 13- the district that broke away from the rule of the capital
Katniss and Peeta. The gamekeepers change the rule so two tributes can win from the same district. In the Quarter Quell, everyone explodes the arena and escapes.
No one dies in Chapter 19 of The Hunger Games. It is right after the new rule is announced. Katniss goes to find Peeta and begins to nurse him. The only tributes left besides them are Cato, Clove, Foxface, and Thresh.

In the Hunger Games rule book, there is a rule that every 25th game is called a quarter quell. Every quarter quell something unique happens in the games. President Snow used it to his advantage that it was the 75th Hunger Games to get Katniss back into the arena.
The Hunger Games is about a country called Panem in the ruins of North America somewhat in the future and its annual competition, the Hunger Games. In the Hunger Games, the Capitol, the heart of Panem, forces the twelve surrounding districts to each send one boy and one girl to fight the other districts in Panem. And in the Hunger Games, there is only one rule: Stay Alive.
2 people from the same district can both come out alive if they are from the same district
No, if he did what the citizens demanded, there would be no Hunger Games.

I dont really know. Maybe or maybe not. Because in the end of Mocking jay, there was an epilogue that sounded like, Katniss and Peeta married and had kids and they are worried about telling them what their past was really about. It was also really suspenseful. Especially the last sentence," But there are much worse games to play". But there is no proof or evidence that they are making another one. So, who knows!
Yes, in the 74th hunger games, the head gamemaker changes a rule to allow both tributes from a district to both win if they are the last two alive in the area.
Examples of dystopian elements in The Hunger Games include a corrupt government, a society divided by class, extreme surveillance and control over citizens, the suppression of individual freedoms, and the use of violence as entertainment for the masses.
