You can have either a suspension or a solution. Solution is when two substances bind to each other to become a homogeneous mixture. A suspension does not fully dissolve or mix with another substance and it thus "suspended". Often times it will not be uniformly distributed, so manual stirring or shaking can give it the appearance of uniformity. These are heterogeneous mixtures.
