The pH of 10% NaOH would have a pH of 14. It would be considered strong. Though strictly speaking, pH is not an exact measure of strength. It also depends on how highly dissociated it is.

The strongest base would have a pH of 14.

Bases range from a pH of 7.1 to a pH of 14, the higher the pH, the stronger the base.
