where's is actually where is. i don't know what part of speech "where" is, but "is" is a being verb. In the sentence, "Where is your cat?" "where" is an adverb. You can change the question into a declarative sentence and it would be "Your cat is where." It doesn't make much sense but "where" tells where your cat is.
