Sorry, but that answer is wrong! I was always taught to answer these kinds of questions this way:

Translate the English into the language of math. "Is" is the same as =. Change the percent into a fraction. "What number" gets replaced with a variable, the unknown that you solve the equation for.

39 = (18/100)x

Then just do the algebra and solve for x.

18x = 3900

x = 650/3 or 216 2/3

Just looking at the problem, you can tell that 18 percent is less than 1/5 of the number you are trying to find. If 39 is less than 1/5 of that number, it must be a lot bigger than 39. Like more than 5 times bigger!
