All planets have tilted axes. But the axis of Uranus is tilted almost by 90 degrees with the plane of its orbit making it look like it is rotating vertically. See related link for a pictorial representation
All planets have at least a little tilt in their axis.. Earth has about a 23.4 degree tilt; Uranus is tilted on its side at about 98 degrees; Venus is tilted upside down (rotates opposite the direction of its orbit). Mercury has almost none, some sources cite as 0.01 degree.
