The only planet that rotates straight up and down in our solar system is Uranus. (No joke intended)
The outer planets all rotate faster than the inner planets. Each of them has a rotational period shorter than an Earth day. All of the inner planets have rotational periods longer than one Earth day. The outer planets are mostly made up of hydrogen, helim, and ice, and they are much larger than the inner planets which are mostly iron and various types of rock.
All the planets discovered up to this date moves in same direction except uranus and venus.
Venus As well as Venus, Uranus is generally said to be rotating clockwise as well. But it is also tilted, so it can be said to be rotating either clockwise or anti-clockwise, depending on whether one thinks it is inclined 82° in one direction, or 98° in the opposite direction !

It could be, but not necessarily. If one ray is parallel to the ground, the other ray could be going straight up, or it could be parallel to the ground also, just going in a different direction. Think of an L. The angle in that L is 90 degrees. You could rotate that L in any direction so that it sticks straight up, or you could rotate it so that it is flat to the ground, or so that it is pointing down. It is still 90 degrees.
