The referendum is the procedure by which voters get to approve or dispprove measures that have already been passed by the state legislature. It is like a "veto" for the voting public. The initiative is a procedure by which voters can propose a law or a state constitutional amendment. It is a process that allows the voting public to pass a law that they feel is necessary but the legislature has not acted upon. The recall allows voters to hold a special election to remove an elected official before their term expires. The states can determine the process by which the above three are carried out.
