FDR surrounded himself with "experts" in their fields (the Brain Trust) to help write legislation for Congress to pass. FDR was willing to try anything. If something didn't work, he got Congress to enact another law to see if it would work. Such programs as the WPA, CCC, AAA, and PWA were parts of the New Deal.
