I don't think so, you would have to do some research and get to know government agencies first Yes, anyone can be recruited by a foreign intelligence service. The popularized idea of flipping/kicking/flying/gadget wielding teen spies is a fiction. While even children have been utilized by intelligence services in the past, actively recruiting and retaining minors as operatives is not considered moral, legal, or advisable.

There is one principal and overriding qualification. You must be of such a nature that you can betray your fellow man.

It is not about physical strength or gadgets or computer knowledge. There may be, but usually is not, anything of "James Bond" in it.

Being a spy means that you befriend another, or a group of others, learn all you can, and then either disrupt their goal, turn them in, kill them, or all of the above.

For this reason, until recently in history, there was nothing regarded as "glamorous" or "cool" about a spy. It is why Nathan Hale is not regarded as a founding father, though his last line was popular.

Most spies are not highly trained agents. They are regular people who the government has caught at some crime, and in exchange for not prosecuting them, the person agrees to betray their friends. Or in other cases, the government will offer a reward to any who engage in such a betrayal. In other cases, they will pay a man to spend years becoming everyone's friend, and then have them turn them all in for prison, torture or death.

There are more than one kind of spy. And there are provacateurs and saboteurs. A saboteur infiltrates to disrupt and destroy. A provacateur tries to get an otherwise peaceful group of dissidents to commit a crime that the government can take action against.

Hence the old joke told by Black Panthers and Klansmen alike - "How do you tell who the government informant is?" "He's the one who always wants to blow something up!"

So there's your qualification: An unlimited capacity for betrayal, not in the service of good, but in the service of your paymaster. For I've yet to hear of an agent working for free.

(That's the "qualification" singular, as the question asked. For "qualifications" plural, see the websites of the FBI, ATF, ICE, DEA, NSA, FTC, SEC or CIA for their general requirements for employment.)

Answer:

The information spelled out in the CIA employment site is typical (Se Links). Most government jobs are essentially paper pushing and dull - regardless of how movies and TV make them look.
