I suppose it would depend on what field you are in (i.e Legal Secretaries sometimes need to have ILEX or similar) although I am a Finance Secretary and don't have a finance qualification.
I would say what is more important is a good standard of general education (maths, English etc.) and experience in administrative positions and perhaps a typing/wordprocessing qualification.
Personally I am education to A/S level and have the ECDL qualification but what has stood me in good stead is gaining experience at a lower level of administration.

The qualifications to work for the Nation Bank of Kuwait are going to vary widely based on the position you are looking to obtain. Having a degree in a banking field will help in many position and needed for others. However, other positions such as a secretary, or data entry clerk may have much different qualifications such as knowing how to type.
